Any user can post an article, but not all articles are good. To keep articles on topic and quality high users who post popular articles get more posts. Users who don't eventually run out of posts. This keeps the submitters honest and concerned about quality. Don't worry if you are unfortunate enough to run out of posts, just vote a few other articles up and you'll get a post in return. Oh and if you vote on a popular article early, you get more posts.
